Choking A Child
In Nanticoke, New York, a 20-year-old woman was arrested earlier in the week after allegedly punching, slapping, and choking a 10-year-old. She was charged with “criminal obstruction of breathing” and endangering the welfare of a child. Is there such a thing as “non-criminal” obstructions of breathing? (Jan. 30, 2015)
